Judge Brown does not stop working when she is off the bench. She has spent her career making the legal system more accessible, more equitable, and more responsive to the community’s concerns.

Train Court Volunteers: Human and Canine
Judge Brown volunteered to assist the Dove Lewis Canine Therapy Team with how to utilize trained therapy dogs in Multnomah County courtrooms. The program provides a calming presence for child witnesses, victims of crime, and others facing high-stress legal proceedings.

Connecting with Immigrants
Judge Brown volunteers with SOAR (Sponsors Organized to Assist Refugees), helping teach citizenship classes about the courts, the Constitution, and the rule of law. The work is a direct answer to the question of what judges owe the communities they serve: beyond legal rulings — presence, access, and education about our courts.

Addressing the public defender crisis
Oregon's public defender shortage has left thousands of defendants without counsel and strained courts across the state. Judge Brown initiated facilitated conversations across the bench and bar and led with courage, engaging system partners in finding practical solutions. Access to counsel is a constitutional right, and she has treated the crisis as the emergency it is.
As a result of the dialog she helped to convene, blossomed a program led by public defenders to utilize certified law students for misdemeanor cases to free up additional attorneys for appointment.

Co-founding Oregon Attorneys with Disabilities
Judge Brown helped start the Oregon Attorneys with Disabilities Association, an organization that supports lawyers with disabilities, advocates for accessibility in the profession, and mentors the next generation. She has lived the work — as a lawyer with a disability herself, and as a mom raising a child with learning disabilities.

Diversity, Equity, & Inclusion and Language Access
Judge Brown has facilitated training for judges and attorneys on how to effectively work with court interpreters — ensuring that parties and witnesses who do not speak English fluently receive procedural fairness in court.

Training Lawyers to bring their “A Game”
Judge Brown served as a JAG Officer for seven years where she prosecuted and later defended serious felony charges. She also served as Assistant U.S. Attorney for 13 years where she prosecuted federal drug trafficking cases and civil rights enforcement, as well as civil claims. Her broad expertise has been sought to train the next generation of lawyers. She has presented educational courses to lawyers on trial advocacy, courtroom decorum, and presentation of expert witnesses. Her expertise is sought not only in her own courtroom, but at the national level by peers and practitioners.
